You can use simple IR ( IC LM341 based) sensors for such line followers, or go for TSOP sensor modules (Google about them).
Regarding the junction detection it all depends on the logic you can think of according to the sensor alignment of the robot. For Ex. Suppose you use 4 sensors in a row, then if a junction arrives then all 4 sensors will be active ( on the line) so you can program the robot with respect to this condition.

I can send you but it will take a bit time, Right now i have a prepared module.. you "can see in photographs on blog".. it is a prepared circuit.. gives output high when obstacle in front of it.. If you wan't sensing LEDs only then it will take time for me to go to the market and send you those.
